THRIVE Hutto isn't funded by grants, fundraisers, or outside donors. It's funded by the water system itself.
A portion of every dividend generated by HuttoFlow flows directly into THRIVE Hutto — structured into the project's financial framework from day one, not added on later as an afterthought. The City of Hutto redirects a portion of its dividend back into the fund, matching the community investment dollar for dollar.
And then there's a third match. Lupine Development & Consulting personally matches community investment contributions from its own returns — with a cap to protect against unlimited exposure. That match isn't a marketing gesture. It's a structural commitment built into the project's operating agreements. Lupine Development has been rooted in the Hutto area for years. This is our community too. The cap exists because responsible giving is sustainable giving — but the commitment is real, and it's in writing.
No one is waiting for a grant cycle. No one is hoping a donor shows up. The water system funds the community system — and the people leading this project put their own money behind that promise.
T — Teach Hutto
Education is the longest investment a community can make. When teachers are paid fairly, classrooms are properly equipped, and school facilities reflect the value of the students inside them, the entire city benefits — not just for a year, but for a generation.
Teach Hutto directs THRIVE funding toward the people and places that shape Hutto's next generation. Better wages for educators who are currently underpaid relative to the demands of their work. Updated classroom resources that give every student — regardless of zip code or family income — access to what they need to learn. Facility upgrades that make Hutto ISD schools places students and teachers are proud to be in every day.

H — House Hutto
Hutto is growing fast. But growth that prices out the people who built the community — the teachers, the service workers, the young families just getting started — isn't growth worth celebrating. Homeownership has historically been the primary vehicle for building generational wealth in America, and right now, too many Hutto residents are watching that door close.
House Hutto directs THRIVE funding toward two things: affordable housing development that adds attainable inventory to Hutto's market, and down payment assistance programs that help working residents bridge the gap between renting and owning. These aren't handouts — they're investments in the long-term stability and economic health of the city.

R — Raise Hutto
Childcare in America is broken. The cost of full-time childcare in Texas now rivals rent in most markets — and for working families in Hutto, that math simply doesn't work. Parents are forced to choose between their careers and their kids, or stretch budgets past the breaking point just to keep both going.
Raise Hutto eliminates that choice. THRIVE funding directed through Raise Hutto supports free childcare access for Hutto residents — so that every family, regardless of income, can go to work knowing their kids are safe, cared for, and supported.

Vital Hutto directs THRIVE funding toward the programs and services that keep Hutto residents healthy and active. Nutrition programs that make fresh, quality food accessible across the community. Physical fitness resources and community wellness spaces that give residents of every age and income level a place to stay active. Mental health services that treat behavioral health as seriously as physical health. Medication affordability initiatives that make sure no Hutto resident has to choose between their prescriptions and their rent. And subsidized fitness membership programs that remove the cost barrier between Hutto residents and an active, healthy lifestyle.

E — Empower Hutto
Hutto is more diverse than most people realize. According to Hutto ISD, more than 54 languages are spoken across the district's student population — representing families from dozens of countries and cultures, all of whom chose Hutto as their home. That kind of diversity is a strength. But it only becomes a strength when every community member feels seen, heard, and invested in.
Empower Hutto directs THRIVE funding toward the programs, spaces, and infrastructure that make Hutto's full cultural community visible and valued. A permanent multicultural center where Hutto's diverse residents can gather, celebrate, and connect. A permanent farmers market location that reflects the full breadth of Hutto's food culture instead of bouncing between temporary sites. Community programming that brings residents together across cultural lines and builds the kind of social fabric that makes a city genuinely livable.
