How It Works

1. Initial Consultation
We start with a direct conversation about the project, the system constraints, and what you're trying to accomplish. For municipal and industrial clients that means understanding regulatory requirements, discharge limits, and operational parameters. For building clients it means understanding performance targets, budget, and timeline. We give you an honest read before any work begins.

2. Systems Assessment
We assess the existing conditions — infrastructure capacity, regulatory framework, site constraints, energy and water baseline, and any compliance exposure. For new projects we establish the parameters the design needs to hit. For existing facilities we identify where the gaps are and what it costs to close them.

3. Feasibility & Options Analysis
We develop and evaluate system options against performance requirements, cost, regulatory compliance, and long-term operational impact. For municipal and industrial clients this includes lifecycle cost analysis and ROI modeling. For building clients this includes energy modeling and incentive identification. You get a clear picture of what each path delivers before committing to design.

5. Incentives, Grants, & Compliance Documentation
We identify applicable incentive programs, utility rebates, environmental grants, and sustainability certification pathways relevant to the project — and prepare the documentation required to access them. For regulated industries and projects with environmental review requirements, we prepare compliance documentation for the applicable permitting authority. Getting this right at the document stage avoids rework, missed deadlines, and delays downstream.

6. Permitting & Agency Coordination
We manage the permitting process across all applicable agencies — building department, environmental, utility, and municipal as required. Infrastructure projects frequently involve multiple jurisdictions and overlapping approval processes. We track all of it.

7. Construction Administration
We stay involved through construction and commissioning to verify that systems are installed and operating as designed. For water and energy systems, commissioning is where performance is confirmed or lost — we don't hand off at permit and walk away.

HuttoFlow — Municipal Water Recovery in Action

In 2026, Hutto City Council unanimously approved HuttoFlow — a closed-loop municipal water recovery system designed and developed by Lupine. Duckweed-based nutrient removal, modular above-ground installation, clean water reuse, and energy and material recovery from a single integrated system. Built to be replicated in municipalities across Texas and beyond.
