Lupine Development & Consulting
Every Project. Every Scale. One Firm.

Infrastructure, Sustainability & Water Systems

Built to Perform. Designed to Last.

From net zero building design to municipal water recovery and industrial treatment systems, Lupine operates at the intersection of building design, civil infrastructure, and resource efficiency. We bring technical depth and real-world implementation experience to projects that demand both.

What We Do
Three Capabilities. One Firm.

Most firms handle one piece of this — a building designer who doesn't understand infrastructure, or an engineer who doesn't speak to the building. Lupine operates across all three disciplines: high-performance building design, water and resource recovery systems, and sustainable site and infrastructure planning.

That integration matters. A net zero building that ignores site water management isn't net zero. A water recovery system that doesn't account for the building it serves leaves value on the table. We design across the full system because the full system is what determines outcomes.

Services include:

Net zero and high-performance building design

• Energy modeling and performance analysis

• Water recovery and resource reuse systems

• Municipal effluent treatment and reuse

• Industrial water treatment and discharge compliance

• Industrial resource recovery

• Sustainable site and stormwater infrastructure

• Green building documentation and incentive support

• Infrastructure feasibility and systems planning

• Construction administration — sustainable systems

Who We Work With

Municipalities and Utilities

You're managing aging infrastructure, tightening discharge regulations, and increasing demand with constrained budgets. We design systems that recover value from waste streams — clean water, energy, and reusable materials — rather than treating disposal as the only option. HuttoFlow is proof it works.

Industrial Operators

Data centers, manufacturers, and oil and gas operators face discharge limits, compliance requirements, and rising water costs — and increasingly, environmental review requirements tied to permitting and expansion approvals. We design treatment and resource recovery systems that keep you operational, protect your permits, and reduce long-term exposure.

Developers and Commercial Clients

Sustainability requirements are moving from optional to mandatory across lenders, tenants, and municipalities. We help you meet those requirements in ways that reduce operating costs and improve asset value — not just check a box.

Why It Matters

The Infrastructure You Ignore Becomes the Problem You Can't Afford

Water is the constraint nobody plans for until it stops the project. Discharge limits get tightened. Reuse requirements get added mid-entitlement. An industrial operator gets a compliance notice with a 90-day cure window. A municipality runs out of treatment capacity before the next development phase can connect.

The building and infrastructure decisions made at the front end of a project determine operating costs, regulatory exposure, and long-term asset value for decades. Getting them right requires someone who understands the full system — not just the building, not just the pipe, but how they interact and what the failure modes look like.

How It Works

1. Initial Consultation

We start with a direct conversation about the project, the system constraints, and what you're trying to accomplish. For municipal and industrial clients that means understanding regulatory requirements, discharge limits, and operational parameters. For building clients it means understanding performance targets, budget, and timeline. We give you an honest read before any work begins.

2. Systems Assessment

We assess the existing conditions — infrastructure capacity, regulatory framework, site constraints, energy and water baseline, and any compliance exposure. For new projects we establish the parameters the design needs to hit. For existing facilities we identify where the gaps are and what it costs to close them.

3. Feasibility & Options Analysis

We develop and evaluate system options against performance requirements, cost, regulatory compliance, and long-term operational impact. For municipal and industrial clients this includes lifecycle cost analysis and ROI modeling. For building clients this includes energy modeling and incentive identification. You get a clear picture of what each path delivers before committing to design.

4. Design & Engineering

We develop the system design in coordination with civil, mechanical, and electrical engineers as required. Infrastructure and sustainability projects involve more disciplines and longer coordination chains than standard building permits — we manage that coordination so nothing falls through.

5. Incentives, Grants, & Compliance Documentation

We identify applicable incentive programs, utility rebates, environmental grants, and sustainability certification pathways relevant to the project — and prepare the documentation required to access them. For regulated industries and projects with environmental review requirements, we prepare compliance documentation for the applicable permitting authority. Getting this right at the document stage avoids rework, missed deadlines, and delays downstream.

6. Permitting & Agency Coordination

We manage the permitting process across all applicable agencies — building department, environmental, utility, and municipal as required. Infrastructure projects frequently involve multiple jurisdictions and overlapping approval processes. We track all of it.

7. Construction Administration

We stay involved through construction and commissioning to verify that systems are installed and operating as designed. For water and energy systems, commissioning is where performance is confirmed or lost — we don't hand off at permit and walk away.

Proof of Concept

HuttoFlow — Municipal Water Recovery in Action

In 2026, Hutto City Council unanimously approved HuttoFlow — a closed-loop municipal water recovery system designed and developed by Lupine. Duckweed-based nutrient removal, modular above-ground installation, clean water reuse, and energy and material recovery from a single integrated system. Built to be replicated in municipalities across Texas and beyond.
