Engineering Specifications Underway — Endorsing Firm Opportunity Open

With council approval secured, the project team has moved directly into developing the full engineering specifications for HuttoFlow's Phase 0 pilot system — the 20,000 GPD installation at the triangle site adjacent to Hutto's existing wastewater treatment plant.


As part of that process, the project is actively seeking a qualified engineering firm to serve as the endorsing engineer. This is a rare opportunity to attach a firm's name to a first-of-its-kind municipal water recovery project with statewide implications — one that has already cleared unanimous city council approval and has regulatory engagement with TCEQ and the Brazos River Authority underway.

Unanimous City Council Approval — HuttoFlow Clears Its First Major Hurdle

April 2, 2026Milestone

On April 2, 2026, the Hutto City Council voted unanimously to approve HuttoFlow — authorizing Lupine Development & Consulting LLC and Skillicorn Texas LLC to move forward as the City's partner on the non-conventional extraction water recovery initiative.

The unanimous vote reflects the council's confidence in the project's engineering basis, community benefit structure, and the THRIVE Hutto investment framework tied to project revenues. It also formally establishes the City of Hutto as a municipal partner alongside the project's two private entities.

This approval marks the transition from concept and feasibility into active development. Engineering, permitting, and investor structuring are all now in motion.
