Unanimously Approved!
April 2, 2026
Hutto City Council voted 100% in favor of HuttoFlow — making Hutto the first city in Texas to approve a closed-loop circular water recovery system of this kind. The vote was not close. It was unanimous. The project is moving forward.
No cost to the City.
No new taxes or bonds.
No burden on ratepayers.
Fully privately funded.
What Is HuttoFlow?
A Closed-Loop System That Changes Everything

How HuttoFlow Grows

Phase 0: Pilot Demonstration
20,000 GPD
Prove the system. Generate the data. Validate the regulatory pathway. The pilot operates on the site adjacent to Hutto's existing wastewater treatment plant — a compact demonstration system that converts treated effluent into up to 20,000 gallons per day of potable water under real Central Texas conditions.
Phase 1: Operational Deployment
Meaningful Capacity Expansion
With pilot data confirmed, the system expands at the triangle site. Vertical stacking technology increases production volume within the same footprint. Phase 1 becomes Hutto's first circular potable water asset — directly supporting housing growth, commercial development, and long-term water resilience. The Eco-Science Park begins to take shape.
Phase 2: Full-Scale System
Up to 6 Million GPD
The flagship system. Full-scale circular water production, eco-product outputs, stormwater reintegration, and energy-efficient treatment processes — all within a closed-loop ecosystem designed for a city that intends to grow without limits.
HuttoFlow Funds More Than Water
Introducing THRIVE Hutto
HuttoFlow isn't just an infrastructure project. A portion of every dividend generated by the system flows directly into THRIVE Hutto — a six-pillar community investment framework funded by HuttoFlow returns, matched by the City of Hutto, and personally matched by Lupine Development founder, Michael Martinez. No grants. No fundraisers. No dependence on outside funding. The water system funds the community system.

Teach Hutto
Better wages for educators, updated classrooms, upgraded facilities, and resources that give every student in Hutto what they need to succeed.

House Hutto
Affordable housing development and down payment assistance programs that make homeownership in Hutto accessible for the people who live and work here.

Raise Hutto
Free childcare for every Hutto resident — because no family should have to choose between going to work and taking care of their kids.

Invest Hutto
Small business support, workforce training, financial literacy programs, and community investment tools that build economic mobility from the ground up.

Vital Hutto
Nutrition programs, physical and mental health services, fitness access, and medication affordability initiatives — including insulin and essential medications for residents who need them to live.

Empower Hutto
Resources, support programs, and community investment for Hutto's underrepresented residents — because everyone in this city deserves a fair shot.
