Lupine Development & Consulting is a Texas-based building design, land development, and infrastructure consulting firm. We work across the full spectrum of the built environment — custom homes, commercial tenant improvements, multifamily infill, land development, municipal infrastructure, and sustainability systems. If it gets built, we can help get it there.
We don't hand clients off to a network of loosely connected consultants and call it a team. We stay in the work — from early feasibility through permitting, construction coordination, and closeout. On April 2, 2026, the Hutto City Council voted unanimously to approve HuttoFlow — a first-of-its-kind municipal water recovery infrastructure initiative led by Lupine Development & Consulting in partnership with the City of Hutto and Skillicorn Texas LLC. From Phase 0 pilot through a full-scale system capable of processing up to 6 million gallons per day, HuttoFlow represents what's possible when a firm is willing to take on work that's never been done before.

Founder & CEO
Michael Martinez has spent over 21 years working at the intersection of building design, land development, and infrastructure — the kind of work that doesn't fit neatly into a single discipline and doesn't reward firms that operate in silos.
He founded Lupine Development & Consulting with a specific mandate: build a firm capable of handling complex, multi-disciplinary projects from concept through construction, without losing sight of the people those projects are meant to serve. That mandate has produced a firm with an active project pipeline spanning custom residential, commercial, multifamily infill, land development, and municipal-scale infrastructure.
Lupine is growing. The team is expanding deliberately — people who are technically sharp, operationally disciplined, and aligned with the firm's values. The goal has never been to be the biggest firm in the room. It's to be the most capable and the most trusted.
